This ruler cared more for the overall image of his country, over his citizens. Not to mention, North Korea suffers from overpopulation, and citizens cannot freely travel due to strict policy.
In summary, the first amendment was the very first right that was given to us and should not be adjusted whatsoever. This allows us to critique our government without having to be afraid nor punished, this is an action many countries cannot do.
